Hugo used to have bright red hair, just like his family. He dyed it to a dark brown to create his individuality away from his family. It was his only real form of rebellion and still today he feels a little guilty. His hair just brushes his shoulders. His eyes are dark and intense with the occasional glimmer of mischief. They are extremely expressive and hold ones attention easily. His eyes draw people in.

He stands 6'1", quite tall and he usually towers over people. He likes his size as it is not the usual Weasley build. He is built almost like Percy but is slightly stockier. His skin has a natural tan. His smile is warm and inviting, and with just a twitch of his lips, the world knows what he's thinking.

His worst fear is disappointing his father. Hugo absolutely adores the man and will do anything for him. In a way, it is one of his biggest downfalls. The only reason he is in the Regime is because he wants to please his father. He hates this part of himself and only wants to be a true, fulfilled person. He fears that he won't find love and that fear makes him cautious around woman.

His dream may sound strange to another person. His dream is that his father cuts ties with him. In a way that's also one of his biggest fears. He wishes he could be himself, no matter what and join the Rebellion as a spy. He thinks the only way that he can be himself is if his father somehow leaves his life. He also wishes that he'll find the love of his life, but thinks he's already too old for that to happen.

Like his mom, Hugo is intelligent. Like his father Ron, he has a way of keeping things lighthearted that makes him well-liked, despite occasional bouts of stress. He is prepared to sacrifice himself for the greater good and shows great courage in doing so. He gets jealous easily, either over a girl or his friends success. He keeps this in though because he does not want to show that side to the people around him. Like his uncles, Fred and George, he is the staunch enemy of pretension, authority, and pessimism. He has a pointed, wicked sense of humor and inventive, original charmwork. He shows how handy disruption and laughter can be when you are fighting tyranny and hatred. Although one would think from this he'd be perfect for the Rebellion, his duty to his father runs much deeper. The Weasley Family is all about family.

He doesn't find school of great importance even with his mother's brain. He likes to be the life of the party and the center of attention. Adventurous boy who pushes the limits with everything which is partial to why he secretly desires to be a spy. He is all at once savvy, snarky, and very self-confident with his father as his only weakness in self esteem. Like is Aunt, Ginny, he believes: almost anything possible, “if you’ve got enough nerve.”

Hugo has a brilliant mind. He has memorized many, many spells and can reason her way through difficult situations that stump everyone else. His weakness? He's submissive to please the people he adores.

Hugo was born into the lives of Hermione and Ronald Weasley, two famous people in the wizarding world. When he was small, it didn't matter. As he grew older and learnt about his father and mother's escapades, he grew adoration for the pair of them, especially his father. He attended Hogwarts and was put into Gryffindor much to his delight and the delight of his father. He was literally glowing after the sorting ceremony. He tried as hard as he could to just breeze through school. Most of the time he managed but with his mother's brain, his father could not help but feel a trifle disappointed. In a way, this spurred Hugo to do and be better. He pulled up his grades and started getting burnout.

He finally made it through Hogwarts and his friend Albus had begun making the Regime. In the beginning Hugo agreed whole heartedly as he believed his father's work should too be conserved as the work was that great and important. He was put into Communications and Foriegn affairs and hence got to travel half the wizarding world, spreading this new ideology to the people in other countries. His charismatic nature managed to gain a lot of support for the Regime, then know as the Phoenix as they believed is is the idea that arose from the ashes of a dead world.

When the coup de Regime took place, Hugo began to feel uneasy. When Eva-Alice Black ran away he felt as though she had good reason but he never spoke these words allowed. He remained silent against what Albus was doing and carried on with his work. In a trip to France he caugfht news of the Rebellion and secretly wished to join it. He has been battling with this decision for a long time.
